Before an offer, identify what you are selling
Monroe County is the Florida Keys, strung along US-1 from Key Largo to Key West, plus a mainland share that is mostly Everglades conservation land. Key West is the county seat; Marathon, Islamorada, Key Colony Beach and Layton are the other incorporated municipalities, and communities like Key Largo, Tavernier and Big Pine Key are unincorporated. Gather the parcel number, the legal description and any deed or survey. Abundant Land Group can review the land and discuss whether a direct offer makes sense.
The Monroe County Property Appraiser website links the parcel and map search. Start there to confirm the owner of record and the parcel ID.
Which rules apply: county, a town, or a district
Key West, Marathon, Islamorada, Key Colony Beach and Layton are incorporated municipalities with their own rules. Unincorporated communities like Key Largo, Tavernier, Stock Island and Big Pine Key follow the county's code, published in the Code of Ordinances on Municode. Confirm the jurisdiction for your parcel first.
Three Monroe records worth checking separately
1. Zoning district
Confirm the district and what it allows. Monroe County runs a long-standing permit-allocation system (ROGO/BPAS) that limits new residential units, so a vacant lot is not automatically buildable - confirm its allocation status with the county before setting expectations.
2. Flood zone
Flood is the central land question in the Keys: most parcels sit in coastal high-hazard or AE zones. For the federal map, use FEMA's Map Service Center. The Property Appraiser's map search is a good first screen.
3. Wetlands and permits
Monroe is in the South Florida Water Management District, which handles Environmental Resource Permits through its permitting pages. You do not need a permit to ask us for an evaluation, but knowing whether wetland covers part of the land helps set expectations.
Access, liens and carrying costs belong in the same decision
A road you can see is not proof of a recorded right to use it. Gather easements, any association documents and tax information. Recorded liens appear in a title search, and the Monroe County Tax Collector shows the parcel's tax status.
If the land came through an estate
Land research and signing authority are separate questions. Our inherited land in Monroe County guide covers the Clerk's probate steps in Key West and the documents that show who can act.
Compare your options in Monroe County
Land in the Keys is scarce and tightly regulated, so buildable lots in Key Largo, Marathon or Big Pine Key often attract buyers quickly when priced from real sales. The same rules that protect the islands also limit what a parcel can become, and buyers ask about permits early.
Carrying costs depend on the parcel: the tax bill, and insurance can be a real factor in the Keys, while inventory stays tight, which cuts both ways. A direct sale is a private path when you want a written offer without listing. Compare net proceeds, cancellation rights, documents and timing. An offer never removes taxes, liens or estate requirements on its own.
How to start a Monroe County evaluation
- Share the basics. Send the county, the parcel number if you have it and a sentence about the land.
- We review the land. We pull the Monroe County record and look at sales across the Keys before discussing a written offer.
- Review the terms. Ask anything, compare a listing, or decide not to proceed.
- Confirm title and authority. The closing professional confirms ownership and the documents needed; timing depends on that review.
Questions Monroe County sellers ask
What is ROGO and does it affect my lot?
ROGO (Rate of Growth Ordinance) and its Building Permit Allocation System limit how many new residential units can be permitted in the Keys each year. Owning a vacant residential lot does not by itself entitle you to a permit - lots compete or qualify through the allocation system, and some parcels are effectively unbuildable. Confirm your parcel's status with the county before setting price expectations.
My land is in Key Largo - whose rules apply?
Key Largo is unincorporated, so county rules apply there. Key West, Marathon, Islamorada, Key Colony Beach and Layton are incorporated municipalities with their own codes. Confirm the jurisdiction for your parcel first.

Your land.
Your next chapter.
You do not need to have every detail ready. Tell us what you know, and we can start with the parcel research.
If you inherited the property, mention whether the estate is still open. We cannot give legal advice or promise a closing before ownership and signing authority are clear.
