Before an offer, identify what you are selling

Hillsborough County runs from dense Tampa neighborhoods to farmland and rural lots in the east and south. Start with the folio or parcel number, the legal description and any documents you already have. Abundant Land Group can review the land and discuss whether a direct offer makes sense. If the land came through an estate, see our inherited land in Hillsborough County guide.

The Hillsborough County Property Appraiser's property search works by folio or parcel number, owner name or address, with an advanced search for more criteria. Vacant land often has no street address, so keep the deed or tax notice handy. You can also call the Property Appraiser at (813) 272-6100.

Which zoning office answers depends on where the parcel sits

The county's GIS data shows three cities within Hillsborough County: Tampa, Plant City and Temple Terrace. Inside a city, that city confirms permitted use: see Tampa, Plant City or Temple Terrace. In unincorporated Hillsborough, the county's Zoning office applies the Land Development Code, and the county Map Viewer can generate zoning, flood zone and future land use reports for a parcel.

Three Hillsborough records worth checking separately

1. Future land use and the Urban Service Area

Hillsborough's comprehensive plan concentrates growth inside an Urban Service Area and sets separate goals for agricultural and rural residential land. County planning explains the framework on its land use page. If your land is outside the boundary, ask how its designation affects lot size and future use. If it is inside, ask what services are planned.

2. Wetlands and the EPC

The Environmental Protection Commission of Hillsborough County regulates impacts to wetlands under its own rules and accepts wetland delineation applications when an owner needs boundaries identified. The EPC says state agencies can later review its accepted lines. For a sale, the practical question is simple: do you know whether part of the parcel is wetland, and has anyone mapped it?

3. Flood information

The county's Find My Flood Zone page points to the FEMA effective flood zone viewer and a separate County Floodplain Viewer. The county says its floodplains come from its own watershed studies, that federal flood insurance requirements follow the FEMA map rather than the county floodplains, and that county floodplains do not reflect coastal storm surge. Check both, and confirm any zone on FEMA's Map Service Center. Public Works can answer flood map questions at (813) 635-5400.

Access, liens and carrying costs belong in the same decision

A visible road is a starting point for research, not proof of a recorded right to use it. Gather access easements, any association or road-maintenance documents and unpaid tax information. The Clerk's Official Records will show recorded liens, easements and deeds. If the land has an agricultural classification, ask the Property Appraiser about Greenbelt rules before a change of use or ownership.

You do not have to order improvements to ask for an evaluation. Before spending on clearing, surveys or site work, compare the cost with the likely benefit and ask whether the work requires permits.

If the land came through an estate

Keep the land research separate from the question of who can sign. A name on the tax record is not enough to establish sale authority. Our inherited land in Hillsborough County guide covers the Clerk's probate contacts and the court documents that show who can act.

Compare your options in Hillsborough County

A lot in the Tampa suburbs lists into deep demand, while rural acreage near Plant City or Dover sells to a smaller pool of land buyers and growers. The county holds both markets at once, and pricing has to match which one your parcel belongs to.

What it costs to hold land here varies: taxes, and any association, maintenance or loan payments tied to the parcel, so compare without rushing. A direct sale trades some upside for a written offer with no showings. Compare net proceeds, inspections, cancellation rights, documents and timing. An offer does not remove taxes, liens or estate requirements on its own.

How to start a Hillsborough County evaluation

  1. Share the basics. Send the county, the folio number if known and a sentence about the land.
  2. We review the land. We pull the Hillsborough County record and study sales from the Tampa suburbs out to Plant City before discussing a written offer.
  3. Review the terms. Compare a listing, ask questions, or walk away.
  4. Confirm title and authority. A closing professional verifies ownership and what the transfer needs; timing follows the review.

Questions Hillsborough County sellers ask

Is my parcel in Tampa, Plant City, Temple Terrace or unincorporated Hillsborough County?

The county's GIS data lists three cities inside Hillsborough County: Tampa, Plant City and Temple Terrace. Everything else is unincorporated, where county zoning rules apply. A mailing address with a Tampa or Plant City ZIP code does not settle it, so check the parcel on the county Map Viewer or ask the planning office before assuming which rules apply.

Does the Urban Service Area matter for vacant land?

It can. The county's comprehensive plan uses an Urban Service Area boundary to focus growth where roads, water and other services are planned, and it sets separate goals for agricultural and rural residential land outside it. Ask county planning how your parcel is designated on the Future Land Use map before you assume what can be built or divided.

Who identifies wetland boundaries on a Hillsborough parcel?

The county's Environmental Protection Commission takes wetland delineation applications. It notes that its accepted lines may later be reviewed by state agencies, so a delineation is not the last word. You do not need one just to ask us for an evaluation.
